Abstract: Questa Guida, destinata ai responsabili della politica migratoria degli Stati membri, interroga la nozione d’integrazione linguistica, registra i mezzi e descrive i passi indispensabili per affrontare questa problematica, in modo che i piani e i progetti elaborati dalle autorità pubbliche rispondano alle necessità ed alle attese sia della società d’accoglienza che dei migranti stessi. Questo può realizzarsi solo se vengono rispettati i valori condivisi del Consiglio d’Europa. Il documento descrive le risorse già messe a punto dal Consiglio d’Europa e propone, a partire da esempi concreti, delle linee guida per la progettazione di programmi di formazione. Si insiste sul fatto che il termine “migrante” non definisce un unico gruppo di individui a cui offrire un tipo di apprendimento uguale per tutti. Si sottolinea come i programmi di formazione debbano essere adattati alle necessità ed alle aspettative specifiche dei loro utenti. Scopo di questi programmi è anche quello di fare comprendere ai migranti che l’acquisizione di una nuova lingua non implica in nessun modo disconoscere le lingue da loro già acquisite. Infine la Guida si interroga sugli standard di qualità richiesti perché i test risultino affidabili e sull’eccessivo ruolo che è spesso loro attribuito.Linguistic integration of adult migrantsGuide to policy development and implementation Jean-Claude Beacco David Little Chris Hedges Council of Europe This Guide, designed for migration policy decision makers in the member states, addresses the notion of linguistic integration, surveys the means and describes the steps that are essential in addressing the issue in a way that enables the schemes set up by public authorities to meet the needs and expectations of both the host society and the migrants themselves. This can only be truly achieved if the common values of the Council of Europe are respected. The Guide outlines the resources already developed by the Council of Europe and proposes guidelines for designing training programmes based on concrete examples. The term “migrant” does not define a single group of people requiring a single type of training and the Guide emphasises that training programmes must be tailored to meet the needs and expectations of those they cater for. It is also their duty to make it clear to migrants that learning a new language in no way implies that they have to turn their backs on the languages they already know. Finally, the book discusses the quality standards required for reliable testing and the very excessive role which it is often attributed.
