Strong Artificial Intelligence and National Security: Operational and Strategic Implications

Abstract: Prominent business and science leaders believe that technological advances will soon allow humankind to develop artificial intelligence (AI) that meets and even exceeds human cognitive capabilities. This strong AI will potentially revolutionize national security affairs by decreasing the human cost of war while increasing the speed and efficiency of America's tools of national power at the tactical, operational, and strategic levels of conflict. However, with these benefits comes the risk of a future AI race, or even the advent of a superintelligent, hostile AI. As national security experts, including combatant commanders, prepare for the arrival of strong AI, they must develop methods to confront enemy AI with ill-structured problems in the battlefield in order to defeat its faster, yet more linear thought processes. On the strategic level, American national security experts must also press for both national and international regulation of this new technology to harness its tangible operational benefits while avoiding its potential strategic pitfalls. ; The original document contains color images.
