THE IMPACT OF THE CHANGES IN PROVINCIAL LARGE-SCALE ASSESSMENTS ON TEACHERS’ SUMMATIVE ASSESSMENT PRACTICES IN CANADIAN SECONDARY CLASSROOMS

Abstract: Provincial large-scale assessment (LSA) programs in some Canadian provinces recently have undergone important changes. This study examined the driving forces for changes in provincial LSA programs and explored the impact of these changes on secondary teachers’ summative assessment practices in two Canadian provinces, Prince Edward Island (PEI) and British Columbia (BC). This study answered two research questions: (a) what are the driving forces for the changes in provincial LSAs practices? (b) what is the potential impact of the changes in provincial LSAs practices on teachers’ classroom summative assessment practices at the secondary level? Documents, interviews, and classroom summative assessment samples from provincial LSA informants and secondary teachers were used to address the research questions. The findings demonstrated that within different contexts, educational authorities depended on a variety of rationale to make the changes in provincial LSA. In PEI, the Department of Education introduced the new provincial LSA with the hope of keeping teachers and schools accountable to fully deliver the curriculum. While in BC, the Ministry of Education phased out the Grade 12 Exams and introduced the new numeracy and literacy assessments, considering the increasing criticism on the consequences of the high-stakes Grade 12 Exams coupled with the learning beliefs embodied in the newly reformed curriculum. The changes in provincial LSAs in PEI and BC impacted some teachers’ perceived summative assessment practices related to creating and marking their summative assessments. Those teachers who changed their summative assessment practices in response to the new provincial LSAs considered that the new provincial LSAs helped them improve their production of summative assessment items to target curriculum outcomes at appropriate levels and emphasize the core competencies that were featured in the curriculum. BC teachers expressed a feeling of freedom in their summative assessment practices. In addition, teachers expressed several challenges to change their summative assessment practices in relation to the changes in provincial LSA, such as the lack of resources and professional development, the misalignment of the curriculum competencies assessed in classroom summative assessments and those in the new provincial assessments. ; PhD
