Abstract:
Das Rote Wien gilt mit seinen sozialpolitischen Reformen, insbesondere in wohnbaulicher und gesundheitspolitischer Hinsicht, als eines der Prestigeprojekte der österreichischen Sozialdemokratie. Ein Schlagwort, das in diesem Zusammenhang immer öfter in Erscheinung tritt, ist das sogenannte Social Engineering. Dieses Phänomen wird bis dato eher auf nordeuropäischem Gebiet und in den Politik- und Sozialwissenschaften kontrovers diskutiert, wobei die Frage nach funktionaler Stadtplanung im Vordergrund steht. Diese Masterarbeit ist auf verschiedene Aspekte, darunter das Phänomen des Social Engineering im Roten Wien 1919 – 1934, die Divergenz zwischen den sozialpolitischen Wunschvorstellungen und deren alltagspraktischer Umsetzung und die Frage nach europaweit vergleichbaren Großprojekten fokussiert. Sprachliche Metaphern in Artikeln der Arbeiterzeitung, der Neuen Freien Presse und der Wiener Zeitung wurden analysiert, um so den bestehenden Leerstellen hinsichtlich des Social Engineering innerhalb der Wohnbau- und Gesundheitspolitik des Roten Wien begegnen zu können. In einer von zunehmender Wirtschaftsdepression und aufstrebendem Faschismus geprägten Zeit, war es ein Anliegen der Sozialdemokratie, eine gelebte Utopie des Sozialismus zu erschaffen. Geschulte Beamte und Funktionäre versuchten, sozialen Missständen mit umfangreichen Reformpaketen entgegenzuwirken, nicht ohne zum Teil auf groteske Art und Weise in das kulturelle Leben und die bürgerlichen Werte der Bevölkerung einzugreifen, um sie zu besseren, neuen Menschen zu erziehen. ; “Red Vienna”, with its social political reforms, counts as one of the prestigious projects of the social democratic party in Austria, especially with regard to its health policy and residential structure. In this context, social engineering appears as primary keyword. This phenomenon is controversially discussed in northern European areas as well as in political and social sciences, whereat the question of structural social urban planning is in the centre of attention. Several aspects are in focus such as the phenomenon of social engineering in social democratic Vienna and the divergence between social political illusion and its implementation in the daily routine as well as the need for an equally large pan-European project. The master thesis at hand analyses linguistic metaphors in articles from the Labour newspaper, the new free press and the Wiener Zeitung, in order to meet the established void concerning social engineering within residential and health policy. In an era affected by economic depression and a rising fascism, it was one concern of the social democratic party to create a living utopia of socialism. Trained clerks and officials tried hard to counter social drawbacks with comprehensive reforms. These people interfered with the cultural life of the citizens and their middle-class values in order to transform them into “better” human beings.
