Die soziale und kulturelle Integration der russischsprachigen Minderheit in Litauen und Estland im Vergleich

Abstract:
Sowohl Litauen als auch Estland weisen eine multiethnische Gesellschaft auf, die sich im Zuge ihrer jahrelangen Fremdherrschaft und der Komplexität ihrer historischen Entwicklung herausbildete. Während der Sowjetzeit in den Jahren von 1940 bis 1991 wurden zahlreiche EinwanderInnen aus anderen Sowjetrepubliken nach Estland gebracht, weshalb die russischsprachige Minderheit in Estland, wovon ein Großteil Russisch als Muttersprache gebrauchte, im Jahr 1989 mehr als ein Drittel der Gesamtbevölkerung darstellte. Litauen hingegen war während der Sowjetzeit zwischen 1940 und 1991 in einem weitaus geringeren Ausmaß das Ziel von ZuwanderInnen aus anderen Sowjetrepubliken. Im Jahr 1989 verzeichnete Litauen einen Anteil der russischsprachigen Bevölkerung von 9,4 %. Daraus resultiert, dass sich in beiden Ländern seit der wiedererlangten Unabhängigkeit unterschiedliche Probleme hinsichtlich der Integration der russischsprachigen Minderheit feststellen lassen, welche sich in den Bereichen der politischen, ökonomischen, sozialen und kulturellen Integration widerspiegeln. Dabei weist Estland deutlich stärkere Probleme in der Integration der russischsprachigen Minderheit auf. Die vorliegende Arbeit untersucht vordergründig die soziale und kulturelle Integration der russischsprachigen Minderheit in Litauen und Estland. Um feststellen zu können, worin die signifikanten Unterschiede zwischen Litauen und Estland liegen, bedient sich diese Arbeit einer genaueren Analyse der Kategorien Staatsbürgerschaft, Bildung, Sprache und Medien. Ziel dieser Arbeit war es, anhand eines Vergleichs eine detaillierte und wissenschaftlich fundierte Analyse der Unterschiede im Bereich der sozialen und kulturellen Integration der russischsprachigen Minderheit in Litauen und Estland zu erstellen. Im Besonderen ist hierbei anzumerken, dass die Entwicklung der russischsprachigen Minderheit im jeweiligen Land unterschiedlichen historischen Entwicklungsprozessen unterworfen war und dieser Aspekt auch in der Analyse ihren berechtigten Platz finden sollte. Für die Beantwortung der Fragestellungen folgte die Analyse der Methode der vergleichenden Literaturstudie anhand von Primärliteratur und Sekundärliteratur, aber auch zahlreicher Internetquellen und Internetdokumente, die aktuelle Daten und Zahlen über die Demografie und die Gesetzeslage beinhalten. In der Arbeit wurde aufgezeigt, welche Unterschiede sich hinsichtlich der sozialen und kulturellen Integration der russischsprachigen Minderheit in Litauen und Estland erkennen lassen und in welchen Bereichen diese die größte Problematik darstellen. ; Both Lithuania and Estonia present a multiethnic society which has evolved in the course of their longstandig foreign domination and the complexity of their historic development. During the Soviet era in the years of 1940 to 1991 numerous immigrants were brought to Estonia from other former Soviet republics. Therefore the russian-speaking minority whereof the vast majority used Russian as mother tongue constituted more than one-third of the total population in the year 1989. Lithuania by contrast was affected by forced immigration from other Soviet republics during the Soviet era in the years of 1940 and 1991 to a much lower extent. In the year 1989 Lithuania registered a proportion of the russian speaking population of 9,4 %. As a consequence different problems concerning the integration of the russian-speaking minority were noticed in both countries since their regained independence. These problems are reflected in the areas of the political, economic, social and cultural integration. Thereby Estonia features considerably stronger problems in the integration of the russian speaking minority. The current thesis speciously examined the social and cultural integration of the russian speaking minority in Lithuania and Estonia. Figuring out the significant differences between Lithuania and Estonia, this thesis uses a detailed analysis of the categories citizenship, education, language and media. The aim of this thesis based on the comparison between countries was to produce a detailed and scientifically well-founded analysis of the distinctions within the scope of the social and cultural integration of the russian speaking minority in Lithuania and Estonia. In particular there should be noted that the development of the russian speaking minority was the subject of various historic processes of development and this aspect was to have its rightful place in this study. In order to answer the central questions the analysis followed the method of a comparative literature study on the basis of primary and secondary literature, but also using a variety of web-based resources that contain current data and recently published figures on the demography and the legal situation. In general this thesis identifies the differences in social and cultural integration of the russian speaking minority in Lithuania and Estonia and the areas where these differences led to major problems.
