Sustaining Foreign Language and Cultural Competence Among U.S. Army Officers

Abstract: The Army should adopt programs to establish cultural and foreign language proficiency among the general purpose force to achieve the objectives of the Army Culture and Foreign Language Strategy (ACFLS). The commissioned officer community is a good choice for initial implementation of these programs due to its educational prerequisites and the smaller size of the community compared to the general purpose force. The Army should begin developing cultural and foreign language competencies during precommissioning and should sustain these competencies throughout the officer's career. Achieving the objectives of the ACFLS will help transform the Army into an organization that values cultural and foreign language proficiency as much as it values traditional combat skills. ; Strategy Research Project.
