Stimmer, Benedikt. - 2019 Abstract: Im Zuge der Ersten Polnischen Teilung 1772 fiel mit Galizien ein ausgedehntes und bevölkerungsreiches Gebiet an die Habsburgermonarchie, das den staatlichen Beamten wie auch der publizistischen Öffentlichkeit des Josephinismus von Beginn an als „innere Kolonie“ erschien. Vor dem Hintergrund der auf vielen Ebenen wirksamen Vorstellung einer Zivilisierungsmission in der imperialen Peripherie muss auch die staatliche Sprachpolitik in der multiethnisch geprägten Provinz betrachtet werden, die sich schon unter Maria Theresia eng mit schulpolitischen Fragen verband und auf eine öffentliche Durchsetzung des als Kultur- und Wissenschaftssprache verstandenen Deutschen abzielte, während das Polnische auf den Rang einer unnormierten Umgangssprache der niederen Schichten verwiesen wurde. Unter Joseph II. berührte die kulturmissionarisch wie utilitaristisch legitimierte Expansion der deutschen Herrschaftssprache noch stärker als zuvor den Elementarschulbereich, während zugleich die traditionell hohe Bedeutung der galizischen Gymnasien durch Verstaatlichung und Reduktion sank. Eine besondere Ausprägung erfuhr diese volksaufklärerisch motivierte Politik im Bereich des jüdischen Schulwesens, in dem sich die Verbreitung des Deutschen explizit mit dem Wunsch nach einer sittlich-moralischen „Besserung“ der galizischen Juden verband. Dass die josephinische Sprachpolitik den Keim ihres Scheiterns dabei von Beginn an in sich getragen hatte, verdeutlichte spätestens 1790 der Widerstand des galizischen Adels, der im 19. Jahrhundert eine weitgehende Zurückdrängung des Deutschen zugunsten des Polnischen erzwang. ; In the course of the First Partition of Poland in 1772 the Habsburg Monarchy acquired the extensive and densely populated province of Galicia, which was regarded as an “inland colony” by state officials as well as Josephinian publicists from the beginning. This understanding of a civilizing mission in the imperial East provided the discursive foundation for the early Austrian language policy, which generally favoured German, understood as a language of culture and science, over the vernacular Polish and was inherently linked to the establishment of Maria Theresia’s new school system in the multi-ethnic region. Under Joseph II the expansion of the official state language German, justified both culturally and with regard to utilitarian thinking, appears to be connected even stronger to the development of elementary schools in Galicia. This interrelation, motivated by the Emperor’s desire for popular enlightenment as well as consolidation of power, manifested itself most forcefully within the public Jewish school system, where Germanisation was handled as a means of civilization towards Galicia’s Jewish population. The failure of those language politics was evident by 1790 at the latest, when the Polish nobility openly put up resistance against the dissemination of German in the province and rather managed to enforce Polonisation over the course of the 19th century.
