Abstract: In spite of their efforts, no one has yet succeeded in making Command and Control Information Systems (CCIS) semantically interoperable. The harmonization of information systems is extremely expensive and, in many cases, it has not brought the expected improvements. Another approach to the problem of semantic harmonization may be necessary. According to the author, information exchange can be supported by knowledge-based linguistic algorithms that analyze incoming information and convert it according to the required semantic boundary conditions of the target database. These algorithms are based on ontologies, which are the formal descriptions of concepts and relationships of objects that are relevant for a domain. They describe how we see the world we are looking at. No changes to existing CCIS are necessary -- they may remain as they are. ; Presented at the International Command and Control Research and Technology Symposium (ICCRTS 2003) (8th) held in Washington, DC on 17-19 Jun 2003.
